Forged in the tradition of the University of the Philippines’ ROTC program and the founding of the Vanguard Fraternity, the U.P. Vanguard embodies a legacy of honor, leadership, and service. Since its founding, it has had a long fruitful history of partnership in nation building, contributing both to the national and University cause.

Guided by the shibboleths of DUTY well-performed, HONOR untarnished, and COUNTRY above self, Vanguards remain bound to their brethren and Alma Mater, committed to leading future generations with the steadfast spirit of the UP Corps of Cadets.

The Secretariat of the UP Vanguard, Inc. extends its sincere appreciation to UP Diliman Chancellor Dr. Edgardo Carlo L. Vistan II, LLM for graciously receiving National Commander Luis Juan B. Oreta ’77 and Board Chairman Guido Alfredo A. Delgado ’79. The courtesy call provided an opportunity to present updates on current initiatives and to discuss prospective avenues for strengthening support and collaboration with the University of the Philippines Diliman under the Chancellor’s leadership.

Vgd Guido Alfredo Delgado '79

Chairman of the Board

A veteran of the Philippine energy and finance sectors, he served as President and CEO of the National Power Corporation (NAPOCOR) from 1994 to 1998, implementing critical power infrastructure projects. He currently holds key leadership roles as Chairman and CEO of G.A.A. Delgado, Inc., and as President of Southern Philippine College. A graduate of UP Los Baños with a master's from the University of Manchester, he was named one of The Outstanding Young Men of the Philippines (TOYM) in 1992.

Vgd Luis Juan Oreta '77

National Commander

A seasoned banker and financial executive with over 30 years of experience, he is an independent director at First Metro Investment Corporation. From 2009 to 2018, he served as the Chief Operating Officer and Chief Finance Officer of Manila Water Company, Inc. A graduate of the University of the Philippines and Rutgers University, he was named the 2015 ING-FINEX CFO of the Year.

Vgd Peale Jon Bondoc '85

Vice National Commander

A high-ranking officer in the Philippine Army, he is the former commander of the Army Reserve Command (ARESCOM) and the 902nd "Fight and Serve" Infantry Brigade. His career includes diverse leadership roles in intelligence, infantry, and training. He holds a Bachelor of Science in Applied Mathematics from the UP Los Baños, an MBA, and certifications in incident management and disaster response.

Vgd Bright Munda '98

Adjutant General

A seasoned financial professional, he serves as the General Manager for BrightAdvisors Inc. and has been the Financial Wealth Director for FWD Insurance since 2022. With over 18 years of experience at AXA Philippines, he is also a BA Sociology graduate from UP Los Banos and a consistent recipient of the GAMA International Management Awards from 2014 to 2020.
